Fix class inheritances in base.py

Change of inheritance to "BaseSharesMixedTest" class since it
requires admin privileges.
This change will allow removal of duplicate code.

Beyond that, "create_share_type" method is under "BaseSharesTest",
which is incorrect since it requires admin privileges.
