Clean up CI jobs
During the 2026.1 PTG, we briefly discussed CI jobs for the
ironic-tempest-plugin repository.
Consensus is:
* We don't need to run anaconda as heavily. It is a path which
is for customization, so it just doesn't make much sense.
* Inspector as a separate project has been wound down,
We don't need to run the tempest tests any longer.
