Use upper constraints in tox jobs keeps safe from dependencies drift. Original upstream repo has master branch only so it does not have this problem, everything is fixed on the go and only in one place. Related-Issue: PROD-30711 Change-Id: Icfb8e9023a81b9986421f71fe07a7ab343a45c9c
