Check for lb provisioning_status in octavia tests With noop drivers, operating_status would be OFFLINE. Let's just check for provisioning_status=ACTIVE or PENDING_UPDATE as we intend to just test the api. Change-Id: Ibbf65730d8feeedddfca4afa7cf46643dd93f918
