Use native heat's WaitCondition in volume tests

for whatever reason these teste are using AWS-compatible WaitCondition
resource in otherwise native Heat templates.
Use proper OS::Heat::WaitCondition instead, and limit AWS-compatible
resources usage to specific AWS-related tests.
