Fix functional test_signal_during_suspend

With some particular timing the stack returned by stack.get() is still
in SUSPEND_IN_PROGRESS and lacks `outputs` attribute.

Wait not only for nested stack to go to SUSPEND_COMPLETE, but for parent
stack too.
