Remove test skips for fixed Launchpad bugs
Remove skip decorators for tests whose associated bugs have been
fixed:
- Bug 1932026 (Fix Released): enable test_unset_floatingip_ptr
and remove the deprecated bug_1932026_fixed config option.
- Bug 1933760 (Fix Released): enable test_create_tsigkey_for_zone_empty_secret
and set allow_empty_secrets_for_tsig=False in zuul job config
so the server-side validation is enforced.
