Cap cinder-tempest-plugin version for stable/train

We are capping stable/train testing with Tempest
26.1.0 (choosing 26.1.0 because of bug#1955418)

To have compatible cinder-tempest-plugin version for
Tempest 26.1.0 and stable/train testing, we need to cap
it with 1.3.0.
