[TF] Use vMX image with backed configuration We cannot inject confgiuration file in EU cloud as 'personality' is deprected. Also vMX image has no cloud-init. Related-PROD: PRODX-20668 Change-Id: Icb121966584677550198203aef700704f0bb00b4
