Hardcoded version of yq, decreased cloud init script

Since version 4,yq uses another syntax, from apt repository
focal by default uses 4.x version, bionic uses 3.x version.

To decrease cloud init script:
  - remove license for ucp, it's no longer in use
  - move calico disable offloading script to the instance boot script
