Add upgrade/rollback for contrail dashboard panel

This patch covers an issue with networks creation via Horizon.
Proper opencontrail version should be set inside openstack dashboard
config after upgrade or rollback procedures.
neutron-plugin package version also should match installed release of
opencontrail.
