Changes for cookied-bm-contrail40 and cookied-bm-contrail40-nfv models:

Add cookicutter context for ocata (OC 4.0)
Add cookicutter context for ocata (OC 4.0+NFV)
Remove useless files
Change the way of cinder.volume deploy (affects only BM deploys. Should
be investigated)
