Skip RabbitMQ cluster test in standalone

PROD-36045 implements a new RabbitMQ option: standalone mode, that
enables to use RabbitMQ in non-clustered configurations. Existing
CVP test has to be fixed to avoid failures when RabbitMQ in the
standalone mode.
