Minor fixes in skip lists

- fix for missed space between key and value in one of
pairs in contrail skip list, causing 'ScannerError' when
starting verification
- addition of Cinder test_unmanage_manage_snapshot test to
ceph skip list as support of this feature added to Cinder
rdb driver only in Rocky release
- updated 2 network tests (test_update_router_set_gateway for
IPv4 and IPv6) in contrail skip list as they were moved from
regular set of network tests to admin set of network tests
since Tempest 16.0.0
