Remove artifact metadata dir structure precreation This patch removes precreation of dirs and files in artifact metadata repo since it is not needed when using new version of artifact metadata update application Change-Id: I2302d837b62b18d6851644f9b2941eedb7b1dbcc Related-PROD: PROD-34227
